Dr. Necmi Mutlu
Chair, Computer Programs Department


Dr. Necmi Mutlu is currently the chairman of Computer Programs Department at Virginia International University. He is Co-Founder of JNS LLC an International Satellite Service provider company Alexandria VA. He worked in Alcatel USA as a Senior System Engineer where he was in charge of development of the high speed internet systems for ADSL connections. Dr. Mutlu developed digital filers to increase the bandwidth of the internet communication for ADSL connections.

 

Dr. Mutlu had worked as graduate teaching assistant at George Mason University in Virginia, Yildiz Technical University and Bogazici University in Istanbul, Turkey. He has more than seven years of experience in teaching. He taught various introductory classes in these universities and supervised research projects of graduate and undergraduate students.

With regard to academic activities Dr. Mutlu had planned and coordinated academic workshops and seminars. He also planned and implemented recreational activities at community centers.

Dr. Mutlu holds a bachelor’s degree in Electrical and Communication Engineering from Karadeniz Technical University in Trabzon, Turkey, a master’s in Electrical Engineering from Bogazici University (Ivy League) in Istanbul, Turkey, and he received his Ph.D. in Information Technology and Engineering from George Mason University.

Sensor Failure Detection and Compensation [Dissertation], Adaptive Signal Processing and Filter Design [MS Thesis], Multi carrier modulation QAM/QPSK, Multi Phase Filters, Noise shaping Filters, Decimation/Interpolation Filters, Detection and Estimation theory, Wireless Telecommunications System, Probability and Stochastic Processes, Sigma-delta modulators, Channel equalization

COMPETED PROJECTS

Soft Sensor Failure Detection and Compensation: Soft failure detection scheme has been developed for Model-Free and model Based system. Statistical changes in the Kalman Filter residues have been observed to detect failures.

Sensor Failure Detection Using Discrete Wavelet Transforms: Wavelet Package simulations accomplished for signal compression. Entropy based adaptive tree structure constructed  

Dynamic State Estimation: Designed algorithm for Orbiting Satellite Estimation Using Extended Kalman filter : Track the position and velocity estimation for an earth-orbiting satellite simulated

Mobile Communication System Design: Design of the Air-interface for a mobile communication prototype system. All relevant channel models were considered. The bit-error rate used as constrain along with FCC Wireless bandwidth allocation. CDMA and Viterbi decoding algorithm designed and simulated.
